What Makes a Visit an EVV Exception in Illinois
Sagar Kumar, COO and Co-Founder, Verveware
Illinois EVV exceptions explain why an IDoA or DRS visit isn't EVV compliant, and there are seven of them, according to HHAeXchange (Illinois's state aggregator). The reports emailed on October 15, 2026 start the state's review of the July 1 to September 30, 2026 quarter, with outreach expected in November and December (HFS townhall, 9/30/2026).
According to the state aggregator, every visit falls into one of three groups:
EVV confirmed: all six required data points captured electronically, nothing entered or edited by hand. Only these are compliant.
Manually confirmed: all six data points present, but at least one entered or edited by hand. Not compliant, but still necessary.
Unconfirmed: one or more data points missing; these don't count.
According to the state aggregator, your rate is EVV-confirmed visits divided by all confirmed visits. HFS requires at least 75% per program, per state fiscal year quarter; see IDoA EVV Requirements.
The Seven Illinois EVV Exceptions
An exception is the reason a visit isn't compliant:
No clock-in.
No clock-out.
Both missing.
Unknown employee (temp caregiver).
IVR call with no phone number. Call from the customer's landline with caller ID on; a blocked caller ID is non-compliant, per HFS (HFS townhall FAQ, 3/26/2026).
Mobile visit with no GPS coordinates.
Times entered or adjusted by hand, so visit times don't match EVV times.
HFS counts any manual clock-in or clock-out against your rate, even a missed visit added two days later (HFS EVV FAQ). If the app can't capture GPS in an area with poor cell service, IDoA allows IVR calls from the participant's landline; DRS lets Individual Providers use the customer's phone (HFS townhall). A clock-in or clock-out outside the 500-foot geofence is flagged for admin review; on its own, it doesn't make the visit non-compliant.

How to Read Your EVV Compliance Reports
As our IDoA EVV Requirements guide notes, the state aggregator's monthly "Know Your Numbers" EVV compliance report arrives by email on the 15th. Only Provider Portal ADMIN users receive it, from secure-ssis@hhaexchange.com, titled "IL EVV Compliance Report_" plus your agency name, so allow-list the sender.
From October 15, 2026, the state aggregator organizes the report by program, not contract: Department on Aging = your IDoA contract plus MCO contracts with ":DOA" service codes; DRS = your DRS contract plus ":DRS".
The state aggregator's Provider Portal also has in-system EVV Compliance Reports:
Detail: the exact reason each visit isn't compliant.
Exception Reason Usage: why staff edited visits. Watch for "No Reason" entries.
Set the Include Type and Type of Service filters to "All"; the defaults hide some visits.
When Your Report and the Payer Disagree
According to the state aggregator, three issues cause most of these gaps:
Not all contracts counted. You may clear 75% on fee-for-service but fall below it once MCO contracts are included.
Duplicate member profiles. Discharge a manually added internal record if it has no visits, or merge it into the payer's linked record if it does.
Failed auto-placement. The payer can't see those visits. Confirm the member's Medicaid ID (RIN) in HFS MEDI.
According to the state aggregator, record EVV under linked contracts only; internal contract data isn't sent to HFS or the operating agencies.
If You Use a Third-Party EVV Vendor
According to the state aggregator, the state reviews only HHAeXchange's calculation. Failed placements come back as rejections and won't appear in any compliance report; include the transaction ID in support tickets. Don't round visit times before sending; HFS counts adjusted EVV times as manual edits and keeps rounding for claims (HFS townhall FAQ). Our HHAeXchange alternative guide compares it with the state-sponsored portal.
Illinois EVV Exceptions FAQ
Is a Manually Edited Visit EVV Compliant in Illinois?
No. Any visit with a clock-in or clock-out entered or edited by hand counts against your EVV compliance rate, even a missed visit added two days later. HFS still expects the admin who makes the edit to verify the visit took place.
When Are Illinois EVV Compliance Reports Sent?
The state aggregator emails the IL EVV Compliance Report on the 15th of each month to Provider Portal users with an ADMIN role. Reports sent October 15, 2026 start the state's review of the July 1 to September 30, 2026 quarter.
What Happens If My Agency Stays Below 75% EVV Compliance?
Penalties step up with each consecutive quarter below 75%. The first quarter requires HHAeXchange Learning Management System training. A second consecutive quarter requires a Compliance Action Plan you develop, submit and carry out. A third consecutive quarter brings a referral to the HFS Office of Inspector General.
